Presiding over the opening of the parliamentary year in Rabat, His Majesty King Mohammed VI delivered a decisive diplomatic message, upending the traditional North-South paradigm by approaching Europe with concrete strategic proposals rather than reactive rhetoric.

Through an unprecedented Moroccan initiative, the Kingdom is preparing to present its partners, particularly European nations, with a clear and practical strategic vision document focused on co-development, economic competitiveness, and regional stability.

This represents a groundbreaking first: Morocco takes the lead by bringing a structured vision and methodology to forge a partnership of equals, insulated from short-term electoral posturing and sterile debate.

Regarding Spain, the Sovereign noted that while the partnership remains a sovereign choice and a voluntary engagement with undeniable achievements, it currently faces major challenges caused by irresponsible statements and blatant manipulation.

The King made it unequivocally clear that there will be no tolerance for pressure, threats, or blackmail, advocating for mutual respect and constructive dialogue while reminding partners that when Morocco extends its hand, the responding hand must not be extended to intimidate. This diplomatic strategy is reinforced by a candid assessment of migration, recognizing that the existing model has reached its limits.

Addressing recurrent crises and stalled files—such as the repatriation of unaccompanied minors and individuals misrepresenting refugee status, which only benefit criminal networks—His Majesty stressed that this clear diagnosis is not an admission of weakness, but an act of political responsibility to drive pragmatic regional solutions.
