The FUFA Disciplinary Panel’s decision to order a replay for the abandoned StarTimes Uganda Premier League fixture between KCCA FC and UPDF FC—while simultaneously penalizing KCCA FC with a fine and cost reimbursements—has sparked intense debate.

While framed as a balanced compromise, a closer look at the facts, regulatory framework, and logistical precedents reveals that this ruling is fundamentally contradictory and unfair.

If the rules governing top-flight football in Uganda are meant to protect competitive integrity and place accountability squarely on stadium hosts, this ruling falls short. Here is a factual breakdown of why the decision misses the mark.

1. The Contradiction of Punishing a Host While Denying the Visitor Their Dues

The panel’s verdict is caught in a legal paradox. By ordering KCCA FC to pay a UGX 1,000,000 fine and reimburse UPDF FC for all costs incurred during the abandoned match, the Disciplinary Panel implicitly established one undeniable fact: KCCA FC, as the host club, was at fault for the infrastructure failure.
Under standard sporting jurisprudence, if a host team’s operational failure (in this case, sudden floodlight collapse at the MTN Omondi Stadium) causes a match to be abandoned, the host is culpable for the disruption of the fixture.

* The Injustice: If KCCA is legally and financially sanctioned for failing to maintain standard match-day conditions, why reward them with a clean slate via a match replay? Punishing a club for administrative/infrastructure negligence while allowing them a second bite at the cherry defeats the deterrent purpose of a fine.

2. Disregarding the Strict Letter of Competition Regulations
Rule 31 of the FUFA Competitions Regulations outlines protocols for night matches and floodlight failures. When lights fail and cannot be restored within the mandated 30-minute window, investigations follow to determine culpability.

* The Rulebook Standard: Historically and textually, when a home team fails to provide a compliant, uninterrupted venue environment—leading to a match abandonment through no fault of the visiting team—the regulatory expectation heavily leans toward forfeiture or strict sporting sanctions against the default host.

* The Disconnect: UPDF FC traveled, prepared, and held their ground until infrastructural failure cut the night short. Forcing UPDF to return at a later date to replay the match from the minute of abandonment—meaning they must expend more resources, alter training schedules, and replay psychological momentum—is an unfair burden placed on the innocent party.

3. Double Standards in Venue Compliance and Hosting Burden

UPDF FC and other clubs have frequently voiced frustration over strict FUFA club licensing requirements, often being forced to move games or absorb heavy operational costs to meet elite standards.

* When a high-profile venue like Lugogo experiences total lighting failure during a live fixture, it compromises the commercial and competitive value of the SUPL.

* Soft-pedaling the sporting penalty (by granting a replay instead of a forfeiture) while merely administering a slap-on-the-wrist fine sends a dangerous precedent: clubs can gamble on substandard or fragile infrastructure, knowing that even if the lights go out, they won’t lose the match points—they will just have to try again another day.

Conclusion

The FUFA Disciplinary Panel tried to find a middle ground to appease both sides, but in doing so, they compromised regulatory consistency.

You cannot penalize a club for causing a match abandonment due to facility failure while simultaneously denying the visiting team the sporting advantage they earned through the opponent’s breakdown.

For the rules to truly maintain integrity, accountability must carry both financial and sporting consequences.

Do you think FUFA should have applied a harsher sporting penalty, such as awarding the match points directly to UPDF FC?
