Former Uganda People’s Defence Forces Acting Chief Of Staff, Rtd Col Emmanuel Kwihangana is battling the family of the late Charles Katooto & the late Mikaili Matama over their land in Mpigi district.
The retired government army officer is under investigations over the 8arces land in Buseese Gayaza Kalagala,Kayabwe town council Mpigi district.
The former head of engineering at the Uganda People’s Defense Airforce claims he acquired the controversial land from the administrators of the late Mikaili Mbuga.
The senior army officer claims that a one Babirye Christine also administrator of the deceased sold him the huge chunk of land.
The retired army officer is evicting families of the deceased & claiming to be owning the whole land.
The retired officer now working under army contracts in Nakasongola district & claims he acquired the land 10yrs ago & has fenced off the whole land, said complainants.
The army government officer is using the controversial land for grazing cattle & banned family members from trespassing on the land.
He has been summoned on several occasions by the Mpigi district local authorities in for meetings over the land matter & taken them unserious, said family members.
Kwihangana says he acquired the land, in one of the telephone interviews.
The family has already the complaint to the office of the president under file no 2949 in a letter dated 17th August 2026.
The office of the president has not yet responded to the matter.
Meanwhile in 2019, the former director of engineering at the Uganda Peoples’ Defence Forces’ Air Force (UPDF – AF), Col Emmanuel Kwihangana was appointment Chief of Staff Air Forces (in acting capacity) before taking over Maj Gen James Birungi’s office.
Col Kwihangana is an experienced engineer and has held several appointments in the UPDAF including being Director Personnel and Administration as well as Director Operations.
