President Yoweri Museveni has signed the Sugarcane (Amendment) Bill, 2025, into law.
This bill aims to regulate and streamline Uganda’s sugar industry, addressing long-standing issues and promoting lasting growth.
The signing ceremony took place on May 30, 2025, at State House Entebbe, brought together sugarcane out-growers and millers from various regions.
The new law is expected to usher in an era of heightened scrutiny and accountability, influencing market dynamics and benefiting sugarcane farmers.

The new key points about this law include:
– Revenue Sharing: Sugarcane growers will receive 50% of the revenue earned by millers from sugar sales, increasing to 55% within two years. This move ensures farmers benefit more fairly from their produce.
– Industry Regulation: The law provides for self-regulation of the Sugar Industry Stakeholders Council, as established in the Sugar Act of 2020.
This council will oversee compliance, including mandatory licensing for all sugar mills.

– Zone Allocation: Clear guidelines for allocating sugarcane zones will prevent conflicts between millers and ensure fair distribution of sugarcane resources.
– Cooperation and Unity: President Museveni has emphasized the need for cooperation between sugar millers and growers to ensure the industry’s survival and prosperity.
